- Counting rules
- Users over subscription (seats owed) = maximum users during the billing period minus purchased seats. Overage is billed on this high-water mark, not on the current count. On GitLab.com, Max seats used and Seats owed update once per day. Where one activation code covers several Self-Managed instances, the instance with the highest billable user count is used.
