- Billable: members of the namespace or instance with the Guest (Premium only), Planner, Reporter, Security Manager, Developer, Maintainer or Owner role, custom roles (except a Guest-based role with only read_code), auditor users, administrators (Self-Managed Premium and Ultimate) and users without namespace access (Self-Managed Premium). Non-billable: pending, deactivated, banned or blocked users; users with only Guest (Ultimate); users with no membership (Ultimate); Minimal Access only; GitLab-created service accounts and bots. A user in several groups or projects of one top-level group counts once.
