- Products and Services Addendum s.5.1.3: "“Authorized User” means You and if Licensee is an entity, then Licensee’s employees, duly authorized agents and independent contractors, but in every case an individual." Revu rights are granted "for the number of Authorized Users specified in the applicable Order" (s.5.2.2).
- Counting rules
- One paid subscription seat per named individual on a plan (Basics, Core, Complete or Max), assigned by an Org Admin. A user signs in with a Bluebeam ID and may be signed in on up to five devices at once; a sixth device is refused (subscription FAQ; seat error article). Plans can be mixed across users. Seats are not concurrent: Bluebeam says it no longer offers a concurrent user model.

- No minimum; plans are sold per user. Org Admin is available to organizations with more than two Bluebeam licences (Org Admin Pro FAQ).
