Cornerstone Workforce AI packages are the commercial bundles through which Cornerstone sells its learning, talent and workforce intelligence software today. They sit beside Content Subscriptions, a separately tiered library of third-party and original learning content. This article sets out how Cornerstone describes each and which unit of measure applies.

Outcome packages
The packages page describes “Three steps to build workforce readiness with Cornerstone Workforce AI™”: start with the outcome needed, then add capabilities.[1] The three outcome packages are:
- Learn+ (Learning solutions): Learning, a curated content subscription, Role Readiness Academies, and AI experiences and assistants for learning.[1] See Cornerstone Learn+ and Learn+ package contents.
- Elevate+ (Talent development): “Everything in Learn+,” plus performance management, talent marketplace, and AI experiences and assistants for talent development.[1] See Cornerstone Elevate+ and Elevate+ includes everything in Learn+.
- Intelligence+ (Workforce intelligence): workforce intelligence, People Graph with live workforce signals, Skills Architect, and open, headless access across systems.[1] See Cornerstone Intelligence+.
Two further solutions appear under “Additional solutions to extend your workforce readiness foundation”: HCM+, a skills-centered talent management suite bringing together hiring, performance, development, mobility, succession, compensation and workforce data, and Extended Enterprise+, for training customers, partners or external audiences with self-registration, ecommerce, payments, content and enterprise learning capabilities.[1] See Cornerstone HCM+ and Cornerstone Extended Enterprise+.
Agents
Cornerstone adds “AI readiness agents” to any package. The page names an on-boarding and re-skill agent, a dynamic goal-setting agent and a future of work prediction agent, and links to a fuller list.[1] Readiness Agents are “Purchased individually by outcome,” and Custom Agents are “Scoped with Cornerstone’s forward-deployed engineers around a workforce outcome unique to your organization.” AI experiences and assistants are “Included within relevant packages,” and content vectorization is “Included with relevant packages.”[1] See Cornerstone Readiness Agents, Cornerstone Custom Agents and Readiness Agents are bought individually by outcome and Custom Agents are scoped.
Product names
The Trust Center says Cornerstone solutions “include products and capabilities within Cornerstone Learn™ and Cornerstone Elevate™ - the single-architecture platform formerly known as CSX/Cornerstone Galaxy™,” and lists Learn as Learning Management, Learning Experience, Extended Enterprise, Guide and Content, and Elevate as Performance, Succession, Talent Marketplace, Recruiting and Compensation.[2] A contract written for Cornerstone Galaxy, CSX or an individual module name therefore maps onto the current Learn and Elevate platforms, and a licence manager should map each old module name to the package that now carries it before comparing quantities. The packages page does not publish such a mapping. See The platform formerly called CSX and Cornerstone Galaxy is now named Learn and Elevate.
Metrics
The pricing FAQ on the packages page states the two models: “Cornerstone Workforce AI™ pricing scales with your organization’s size. Learn+, Elevate+, and HCM+ are licensed per employee per year, so cost grows in direct proportion to your headcount. Intelligence+ and Readiness Agents use tiered pricing bands based on your total employee count, so your cost is fixed within a band rather than scaling per person.”[1] See Employee (per year, Workforce AI packages), Total employee count band (Intelligence+ and Readiness Agents), Learn+, Elevate+ and HCM+ are licensed per employee per year and Intelligence+ and Readiness Agents are priced in bands of total employee count.
Three consequences follow from the wording, each of which is a reading of the page and not a statement in the customer’s contract.
- A change in headcount changes the bill for Learn+, Elevate+ and HCM+ directly, while for Intelligence+ and agents it changes the bill only when the total count crosses a band boundary. Band boundaries are not published.
- Both models use the employee count, but the page does not say whether the count is the same number in both cases or is measured on the same date.
- Extended Enterprise+ is described by the audiences it serves (customers, partners, external audiences) and the page states no unit for it.[1]
Counting, packaging rules and floors
The page sets four packaging rules.
- Independence. “Packages and agents can be purchased with or independently of each other.”[1] See Packages and agents can be bought together or independently.
- Dependency. “Readiness Agents require the purchase of Intelligence+.” Intelligence+ can in turn be purchased independently of Learn+, Elevate+ or HCM+.[1] See Readiness Agents require Intelligence+.
- Enhancement. Learn+, Elevate+ and HCM+ “can be enhanced by Intelligence+ and Readiness Agents.”[1]
- Change. “Yes, customers can upgrade or add more solutions, packages, or agents at any time.”[1] See Customers can upgrade or add packages and agents at any time.
On selection, “Cornerstone will align the right package and/or agent” from the customer’s regulatory, population, desired outcome and budgetary needs.[1] See Cornerstone selects the package from regulatory, population, outcome and budget needs. The page states no floor, no minimum employee count and no contract term.
Services
Support and service offerings are described separately: Implementation Services provide a dedicated consultant, a structured project plan and hands-on configuration and training; Ongoing Support & User Communities give 24/7 technical support with optional 1:1 coaching or a dedicated customer success manager; and customers running Workforce AI and Readiness Agents also get access to forward-deployed engineers.[1] See Implementation, support and forward deployed engineering are separate service packages and the article on customer success packages and service level agreements.
Content Subscriptions
Cornerstone describes its Content Subscriptions as an “End-to-end content solution from a single vendor for a single price,” featuring “exclusive original content and 200+ premium content partners,” and says that “Whether you use Cornerstone or a third-party solution, Content Subscriptions can plug into your existing stack.”[3] See Content Subscriptions can be used with a third-party learning platform and Content Subscriptions draw on more than 200 premium content partners.

[3] See Cornerstone Content Subscription Silver, Cornerstone Content Subscription Gold, Cornerstone Content Subscription Platinum and Content Subscriptions come in Silver, Gold and Platinum tiers. Learn+ itself lists a “curated content subscription” in its package.[1] The pages do not say which tier Learn+ includes, whether the subscription is priced per employee, per learner or as a flat fee, or whether an unused subscription is carried between terms. A customer that holds both Learn+ and a separate Content Subscription should check its order forms for overlap.
The content page also refers to Content Studio, shown under each tier, as the discovery, curation and creation tool.[3] The separate Content Studio page describes it as “An end-to-end, AI-powered discovery, curation, creation, and insights solution for data-driven learning content programs,” but the pages do not say how it is licensed.[4]
Programs
The XaaS Pilot Program is a 90 day pilot for public sector agencies, with a secure pilot environment (IL2 and IL4 options) and three hours a week of guided sessions.[5] See Cornerstone XaaS Pilot Program. The packages and the content library are described under Cornerstone Workforce AI packages and agents and Cornerstone Content Subscriptions.
Out of scope
This article does not give prices, order terms or renewal mechanics. It does not cover product-level licence metrics for Performance, Recruiting, Skills Engine or Skill Passport, because the retrieved pages do not state them, and it does not describe the contractual treatment of AI features beyond what the packages page says.
