Cegid HR, payroll and expense licensing

This article is about how Cegid measures its HR, payroll and expense-management SaaS: Cegid HR, Cegid Payroll Ultimate, Cegid Payroll Peoplenet, Cegid RHP and RHPi, Cegid Notilus and HR document dematerialisation. For the master SaaS terms see the SaaS general terms article. It is not legal advice.

On This Page

Cegid HR, payroll and expense licensing covers the Cegid products sold under the HR and payroll and the expense-management headings of the French site: Cegid HR, Cegid Payroll Ultimate, Cegid Payroll Peoplenet and Cegid DSN Contrôle, and Cegid Notilus for travel and expenses.[9] Each one is a SaaS service under the SaaS general terms, and its booklet sets what the order form’s thresholds mean.[8] Where a booklet is silent on overage, the general terms apply: excess use is billed at the tariff in force plus 50% with back-billing.[8]

Payroll: Cegid Payroll Ultimate, Peoplenet, RHP and RHPi

The tranche metric

All four payroll booklets use the same phrasing for scope: the effective scope ordered is stated in the Contract and includes “modules, nombre d’utilisateurs nommés, tranches de bulletins”.[1][2] The service is “accessible pour une tranche définie de nombre de bulletins ou de contrats actifs mensuels maximum autorisés”, fixed in the Contract.[1] The wiki catalogs this as the Tranche de bulletins ou de contrats actifs mensuels. The booklets do not say how a contract is classed active, or which month sets the count, so the order form definition governs. See Payroll services are limited to a monthly payslip or active-contract tranche.

The same tranche applies to the optional DRaaS (disaster recovery as a service): the DRaaS service “est accessible pour une tranche définie de nombre de bulletins ou de contrats actifs mensuels maximum autorisés”.[2] The RHP booklet adds that, whatever the renewal or termination conditions of the associated contract, the customer remains liable for the whole DRaaS subscription for 36 months, and that DRaaS is invoiced quarterly in advance with excess over thresholds repriced at the tariff in force.[3] See DRaaS is owed for 36 months whatever happens to the associated contract.

Named-user ratios in Cegid RHP

The optional Intelligence RH module is available on the production environment only, for a maximum of named users equal to 4% readers and 1% creators of the contracted payslip tranche. A reader may only consult reports; a creator may also create new reports.[3] The ratio makes the named-user limit depend on the tranche: a tranche of 5,000 payslips would imply 200 readers and 50 creators. The example is arithmetic on the booklet’s ratio, not a Cegid statement. See Intelligence RH named users are capped at 4% readers and 1% creators of the tranche.

Environments and Cegid Extended Services

Payroll Ultimate includes a production, a test and a parameterisation environment; test data is limited to a representative panel of employees.[1] Peoplenet includes production and a recette environment refreshed monthly from a copy of production.[2] The managed layer sold with these services is Cegid Extended Services (CES). Customisations of the regulatory layer add a recurring “réentrance” maintenance charge billed monthly from go-live, service credits equal at most one hour each, and cumulative penalties for missed commitments are capped at 12% of the monthly CES subscription.[3] The Peoplenet booklet adds that customisation requests are estimated in work units billed at a daily rate.[2] A customer that customises should model this recurring charge, since it raises the subscription after go-live.

Cegid Notilus: Active Profiles

Cegid Notilus is sold in three families on the terms page: Travel & Expense (TNE), public sector (PIO) and company fleet (CAR).[9] The TNE booklet defines the unit as the Profil Actif: “un utilisateur ou profil dont une ou plusieurs notes de frais sont validées comptablement dans la solution sur une période mensuelle”.[5] A user who only logs in or drafts an expense report is therefore not counted until an expense report is accounting-validated in that month. See Active Profile counts a user with expense reports validated in the month.

True-up and surcharge

The customer subscribes to a monthly number of Active Profiles, billed as a flat fee. At the end of each calendar year a check compares total Active Profiles used with the annual subscription. Under-use in some months can offset over-use in others if the annual total is balanced; if the annual total is exceeded, a regularisation invoice covers the excess. Excess over thresholds in the order form is billed at the tariff in force increased by 40%, not the 50% default of the general terms.[5] A customer that regularly exceeds its subscription may move to a higher tranche. See Notilus Active Profiles are trued up once a year and Notilus excess over order-form thresholds is billed at tariff plus 40%.

Versions 2019 and earlier follow another rule: Cegid tolerates exceeding the Active Profile count for two months in a year; a third month triggers a quarterly regularisation invoice and an automatic move to the next tariff tranche.[5] See Notilus 2019 and earlier versions tolerate two months over, then bill a quarter.

Document storage

The electronic document management (GED) service includes a pooled volume of 24 Mo per Active Profile and per year, regularised once a year if exceeded. The optional secure dematerialisation with an electronic archiving system has a flat price including the same volume. The booklet cites the six-year retention required by article L.243-16 of the Code de la sécurité sociale as the legal frame.[5] See Notilus includes 24 Mo of document storage per Active Profile per year.

HR document dematerialisation

The dematerialisation platform (HR document management, employee safe, signature, People Assist) is measured by Salarié Actif. A Salarié Actif is any customer user, including those of Affiliates, for whom an account was created and who activates the “Salarié Présent” status; “Le nombre de Salariés Actifs constitue la base de calcul des prix mensuels et annuels des Services récurrents.”[6] Three rules affect cost:

  • Initial orders are made for a tranche of at least 100 Active Employees.
  • Distributed payslips must weigh less than 100 ko, or a charge applies per 50 ko tranche and per payslip.
  • Subscribing to HR document management gives unlimited distribution of named documents for customers who already hold the employee-safe service, though each implementation incurs set-up fees.[6]

See Active Employees are the pricing base for HR dematerialisation, HR dematerialisation orders start at 100 Active Employees and Payslips above 100 ko are billed per 50 ko tranche per payslip. The customer creates and deactivates accounts, so deactivating departed employees is the lever that controls the count.

Cegid HR (Suite)

The Cegid HR booklet (ex Talentsoft) describes a standard support offer “incluse dans la licence”, and states that the price of the SLA is included in the licence subscription price.[7] The product has no payslip metric in the booklet; scope is the modules and volumes in the contract. Two usage limits appear: by default a tenant can send up to 10,000 API requests per day, above which a Cegid representative must be contacted; and AI features can be turned on or off on request for all employees, without per-user granularity, after a feasibility study.[7] See Cegid HR API usage above 10,000 requests a day needs a Cegid contact.

Counting and compliance checklist

  1. Confirm in the order form the payslip or active-contract tranche and how an “active” contract is defined.
  2. Compare Notilus Active Profiles per month with the annual subscription before each year end.
  3. Prune departed employees from the dematerialisation platform to reduce Active Employees.
  4. Check named-user counts for Intelligence RH against 4% and 1% of the tranche.
  5. Model CES and customisation charges separately from the base subscription.
  6. Check whether the booklet or the general terms set the excess surcharge (40% or 50%) for the product.
