Merged License Keys take the earliest expiration and support dates

- Licensing Policy v19 §1.11.2: merging requires current maintenance; "When several License Keys are merged, the earliest license expiration date and support expiration date with your respective support ID will be displayed in the merged License Key." Editions must match, except perpetual Socket plus VUL, where the merged edition follows the Socket key. In-product, one Socket and one VUL or capacity licence can be installed side by side; installing a second of either overwrites the first.
