Expired Incydr licences stop monitoring; if all expire the account is deactivated

- Incydr User licenses KB: when a user licence expires the user's devices are no longer monitored; analysts can still administer but cannot investigate new events. If all user licences expire, no devices or data connections are monitored, no new users can be added and Incydr deactivates the account, retaining data per the retention policy.
