Archived users do not count against licensed seats

- Archiving a user removes them from the console and from phishing tests and training campaigns, and prevents them from being counted in licensed seats; archived users can be restored. Deleting a user permanently removes the user and all phishing and training history. Archiving leavers is the documented way to stay within the seat count while keeping history for reports.
