User-based subscriptions: one charge per user regardless of instances; Windows Server per vCPU

- Under License Manager user-based subscriptions, a user is counted once and charged per user for Microsoft Office and Visual Studio irrespective of the number of EC2 instances the user connects to; Windows Server is bundled with the instances and charged per vCPU. The Remote Desktop Services SAL is a per user per month fee with no proration. User-based subscription instances support two active sessions by default.
