- EULA: "User means an identifier (individual's name or generic term such as "purchasing officer") that is listed as a user in the Software's database. Any User that is defined by a generic term may only be used by a single individual." Users of the licensee and its Affiliates are counted in aggregate.
- Counting rules
- Every user account in the PaperCut user list counts, whether created by directory sync (which adds but does not remove users) or by on-demand creation at print time. Built-in Windows system users can be placed on an Ignored User list. Exceeding the limit triggers a 40-day warning, then admin lock-down; printing continues.

- Free licence up to 5 users (PaperCut NG only). Commercial list from 25 users; Education/Government list from 500 users; Professional client billing from 25 users (0-25 band).
