Definition
License Program Guide: "Per Virtual Operating Instance" refers to "any operating instance (environment) that is running on a supported virtual machine hypervisor or container platform." Unix partitions (LPAR, LDOM) and PaaS services such as Amazon RDS or Azure SQL Database do not qualify and are counted as non-virtual.
Counting rules
A VM must be detected as virtual: a successful full backup through the Virtual Server Agent (VSA) or the full File System agent (not File System Core) in the guest. A VM protected by several agents counts once under consolidated VOI metering, but each service (backup, Auto Recovery, eDiscovery) consumes its own entitlement. Kubernetes workloads consume one VOI per workload, plus VOIs for namespaces, cluster-scoped resources, etcd and independent PersistentVolumes on VM-licensed CommCells. When per-VM licensing is present, all VMs in the CommCell must be licensed per VM.
