Perforce BlazeMeter, Perfecto and JRebel licensing covers three Perforce product lines that do not use P4’s user licences or Puppet’s node licences. BlazeMeter is a SaaS testing platform. Its order forms set an Authorized Use Limitation in one of several billing metrics, and use above that limit may be invoiced.[1] Perfecto is a testing cloud whose Hardware, the device cradles, is licensed in the quantity stated on the Order Form.[3] JRebel is licensed per Seat, a right for a single Authorized User to unlock the product through Perforce’s Rebel License Manager.[4] All three sit under the Perforce Master Terms and Conditions. Under those terms, fees are based on Entitlements purchased and quantities cannot be decreased during a subscription term.[7]

The plan comparison also lists Free and Starter tiers. The pricing page notes that Atlassian Marketplace licensing, quotes and renewals are handled only on the Atlassian Marketplace.[2]
Perfecto and JRebel
Perfecto and JRebel publish no list prices. The JRebel pricing page offers custom quotes for JRebel, XRebel and JRebel Enterprise and says costs scale with the number of licences bought.[5] The JRebel Supplemental Terms cover JRebel and JRebel Enterprise.[4]
Metrics
BlazeMeter billing metrics
The BlazeMeter Supplemental Terms list the metrics an order form may use to set the Authorized Use Limitation.[1]
- Virtual User. A simulation of a single user interacting with APIs or web applications. Combined Concurrency is the maximum concurrency of Virtual Users across all running Tests.
- Virtual User Hours. Calculated per Test as the maximum number of simulated users multiplied by the test duration, rounded up to complete hours (catalog rule).
- Concurrent Variable Units and Variable Unit Hours. These normalize usage across Tests, Mock Services, Test Data and API Monitoring.
- Others. Concurrent Browsers, Mock Services, Parallel Run, Request, Rows, Test and Transactions.

The Supplement gives two worked examples. A Performance Test with 5,000 Virtual Users plus Test Data is charged 7,500 Variable Unit Hours. A single Mock Service with 10,000 transactions is charged 120 Concurrent Variable Units, or 180 with Test Data.[1]
Perfecto Hardware
Perfecto “Hardware” means the cradles used to test the customer’s applications within the Perfecto platform. The customer gets a revocable, non-transferable licence to use the Hardware in the number licensed on each Order Form (catalog rule).[3] Mobile devices themselves are Third Party Products. They may be supplied by Perfecto or by the customer, except in the Pune, India device lab, which accepts only Perfecto-supplied devices.[3]
JRebel Seat
A JRebel Seat is “a license and right to unlock and use the JRebel Offering via the Rebel License Manager for a single Authorized User”.[4] An Authorized User is an employee or third-party agent assigned a unique and fixed user account. That account consumes a licence whether or not the user is active.[4] This is a named user model.
Counting / floors
BlazeMeter excess use. Perforce may invoice use above the Authorized Use Limitation for the current term at the contract rate in the order form. Unused capacity is not refunded (catalog rule).[1] The customer may not allow access or use that circumvents a contractual usage limit. It may not run tests against endpoints it does not own (catalog rule).[1] Plan caps such as maximum test duration and number of tests apply on top of the metric limits.[2]
JRebel seats. Under the Hosted License, the number of Authorized Users using Seats may not exceed the Seats in the License Certificate or Order Form (catalog rule).[4] Each user registers with an email address issued by the customer. A Seat belongs to one user for the duration of their employment, engagement or project assignment. It can be reassigned only once per month, and the product may enforce this (catalog rule).[4] The number of devices per user is limited by what the product allows.[4]
Perfecto devices. If a customer has more mobile devices than cradle access, it may ask for disconnected devices to be connected. Perfecto then makes them accessible within one business day.[3]
Virtualization & partitioning
None of the three metrics depends on hosts or processors. BlazeMeter counts simulated load and service usage. Perfecto counts cradles. JRebel counts users, and a License Key cannot unlock JRebel directly: Seats are unlocked with tokens from the Rebel License Manager.[4]
Cloud / BYOL
BlazeMeter is SaaS. Its data, including backups, resides in the United States, while on-premise components are the customer’s responsibility.[1] Service level commitments do not apply to free plans.[1] The Unleashed plan can also be bought through AWS Marketplace.[2]
For Delphix, the Supplemental Terms let contractors use the offering solely for the customer’s benefit. The customer remains responsible for them, must have the software removed when their work ends, and must bind them in writing to protect Perforce’s IP (catalog rule).[6] If customers connect their own AI model API keys to Delphix AI features, they bear the usage costs of those keys.[6]
Programs
Evaluation. JRebel evaluation licences cover non-production installations, for internal evaluation only and for the agreed Trial Period. Commercial or production use is not allowed. The software must be uninstalled at the end of the trial and may contain a “time bomb” (catalog rule).[4] Under the Master Terms, evaluation of any Offering defaults to 30 days.[7]
Support. JRebel Software Support is available for the licence term in the License Certificate or Order Form.[4] For Perfecto devices bought by Perforce on the customer’s behalf, Perforce adds a two-year warranty that runs alongside the manufacturer’s warranty.[3]
BlazeMeter term subscriptions. A term subscription has a set Authorized Use Limitation and pricing in the order form.[1] If BlazeMeter falls below its major availability threshold for three consecutive months, the customer may terminate without further charges.[1]
