Netlify licensing is the way Netlify, Inc. sells its platform for building, deploying and running websites and web applications: Git and API deployments, a global CDN, serverless and edge functions, forms, storage, a managed Postgres database, and AI features such as Agent Runners and AI Gateway.[1] Netlify’s website terms state that the Services are “governed by the the Self-Serve Subscription Agreement or the Enterprise Master Subscription Agreement, as applicable”.[2] What an asset manager licenses is therefore a subscription to hosted capacity, expressed since September 2025 mostly in credits.
Editions
Since September 4, 2025 all new Netlify accounts use credit-based pricing plans.[3] Accounts created earlier on a Free, Starter or Pro plan are on Legacy plans and may keep them.[3][1]

Enterprise
Netlify lists the Enterprise plan as everything in Pro plus a 99.99% SLA, an enterprise network tier, high-performance builds, SSO and SCIM, log drains, organization management and 24/7 dedicated support.[1] Enterprise credit-based metered billing lists the same credit rates as the self-serve plans, with compute split into Functions and Agents compute and Database compute.[4] The Enterprise Master Subscription Agreement invoices annually in advance and treats commitments as non-decreasable during the term.[5]
Legacy plans
Legacy Free, Starter and Pro plans are metered on bandwidth, build minutes and function invocations, with Legacy Pro billing $19 per member per month.[6] See Netlify legacy plans and migration.
Metrics
Netlify has one currency, the credit, and a set of meters that consume it.[7]

The meters and rates above are from the credit documentation.[8] Deploy Previews, branch deploys and failed deploys are not metered.[3] Build minutes are not a metric on credit plans, although concurrent builds remain an add-on at $40 per month on Personal and Pro.[7] Credit counting is explained in Netlify credit-based plans and credit metering.
People-based metrics are covered in Netlify team members, roles and seats. On the credit-based Pro plan “team member seats are free, unlimited, and included in your plan”, while Free and Personal teams cannot add team members.[7] Reviewers are free on every plan.[7]
Counting and floors
- Shared pool. A team can hold up to 500 projects and all share the same monthly credit allotment.[7]
- Hard stop. When the balance is used up, every project on the team is paused and shows a Site not available page.[8] If one project exceeds its limits, all projects on the account are paused.[7]
- Free floor. The Free plan has hard monthly limits that cannot be exceeded or incur costs.[1]
- No spend cap beyond credits. Paid teams control spend by leaving auto recharge off, which is the default; only a Team Owner can enable it.[8]
- Order of use. Credits that expire soonest are consumed first.[8]

Virtualization and partitioning
Not applicable. The platform is multi-tenant. The nearest analogue is the team: credits, concurrent builds and the Live Preview Server allowance are team-level quantities.[3] Resale of the platform is restricted, as the Acceptable Use Policy bars renting, leasing, loaning or selling access, and the Enterprise agreement bars reselling or licensing the Services to third parties unless agreed in writing.[9][5]
Cloud and BYOL
No bring-your-own-licence rights apply. Netlify’s AI features meter model usage at provider cost converted to credits, and AI Gateway uses the same credit pool as the plan; no separate AI credit currency exists.[10] AI Gateway and Agent Runners are available only on credit-based plans, not Legacy plans.[11]
Programs
- Monthly plan credits reset at the start of each billing cycle.[8]
- Rollover credits apply to Pro tiers of 5,000 credits or more and last one extra cycle.[3]
- Auto recharge and credit packs let Personal and Pro teams buy credits: 500 credits for $5 on Personal and 1,500 for $10 on Pro.[12]
- Netlify Open Source plan is described as including monthly credits, free production deploys and unlimited team members for qualifying projects.[1]
- Support. All plans have the support forums and email support; Enterprise customers may buy Business Day or Premium Support with guaranteed response times.[13]
Audits and compliance
Neither subscription agreement retrieved contains a software audit or true-up clause. The Enterprise Master Subscription Agreement states that the customer is responsible for compliance, “which Netlify may verify from time to time”, and lets Netlify charge for overuse where user numbers are restricted on the Order Form.[5] The Acceptable Use Policy bars use “solely as a remote storage server” and benchmarking without permission, and violation can lead to termination.[9] Self-serve Free Usage Tier projects may be disabled or removed without notice.[14]
Out of scope
- Netlify Domains registration and renewals, and third-party extensions.
- The Enterprise service level agreement text, which the pricing page names as a 99.99% SLA but which was not retrieved.
- Negotiated Order Forms, support contracts and reseller terms.
- Enterprise credit rates beyond the generic metered rates, which are contractual.
