HashiCorp

HashiCorp, an IBM company, makes infrastructure automation and security tools including Terraform, Vault, Consul, Nomad, Packer and Vagrant. Its products are source-available under the Business Source License 1.1, with commercial HCP cloud services billed per resource and self-managed Enterprise editions priced by quote.

  1. HashiCorp moved its products from the Mozilla Public License 2.0 to the Business Source License 1.1, announced on 10 August 2023; versions already released under MPL 2.0 can continue to be used.[1]

  2. Terraform version 1.6.0 and later is licensed under the Business Source License 1.1, with International Business Machines Corporation (IBM) named as licensor.[2]

  3. The Additional Use Grant permits production use provided it does not include offering the licensed work to third parties on a hosted or embedded basis to compete with IBM's paid versions; hosting or using it for internal purposes within an organization is not a competitive offering.[3]

  4. Each version converts to the MPL 2.0 change licence four years after it is published.[4]

  5. HCP Terraform Essentials, Standard and Premium tiers are priced per resource per month, offered pay-as-you-go or through single- and multi-year Flex plans, while self-managed Terraform Enterprise has custom pricing.[5]
