The Figma Enterprise plan is the most complete tier of Figma. Beyond the Organization plan it adds multiple workspaces, more variable modes with extended collections, and a REST API for variables. Its additional security and admin controls include SCIM seat assignment, guest access controls, expiring public links, workspace administration and deployment through Microsoft Installer.
