License server on a VM: deactivate before changing the VM

- Vector License Client help: when a virtual machine is the license server, licences must be deactivated before the VM is changed (e.g. CPU cores, memory) and activated again afterwards, otherwise they are lost. License servers use TCP and UDP ports 22350 to 22352.
