All workers count as Full-Time Equivalents unless the customer proves otherwise

- The customer must provide evidence that a worker should be calculated in a lower category; otherwise all workers are considered Full-Time Equivalents. Workers, employees or contractors, regularly scheduled for more than 24 hours a week are Full-Time Equivalents regardless of payment method, hours actually worked or benefit eligibility.
