- ToS s.3.2.2: fees exclude telecommunication provider (carrier) fees and surcharges, which the customer pays as separate invoice lines, together with costs, fines or penalties imposed on Twilio because of the customer's or End Users' use. The US SMS price list adds per-message carrier fees by destination network.
