"If there are multiple publishers of and/or subscribers to an Exchanged Document, each additional publisher/subscriber shall consume one additional Exchanged Document (e.g. 1 publisher and 1 subscriber = 1 Exchanged Document, 1 publisher and 2 subscribers = 2 Exchanged Documents)."
