- The grant runs to any person obtaining a copy and is not limited by user, device, core or installation count; the FAQ (A.9.11) states PuTTY is completely free software, not shareware, and (A.9.13) that PuTTY users do not pay the developers. There is therefore no entitlement to reconcile against installation counts: the compliance question for internal use is only whether the copy is genuine and its notice intact.
