- GPL-3.0 section 2: covered works that are not conveyed may be made, run and propagated without conditions; copies may be given to others solely to make modifications for, or run facilities for, the licensee, under its direction and control. The FSF GPL FAQ states that making multiple copies within one organization is not distribution, but providing copies to contractors for off-site use is. Internal deployment therefore triggers no source-offer or notice obligations.
