- MPL 2.0 Section 1.10 defines Modifications as files in Source Code Form that change Covered Software or new files that contain Covered Software. Files that contain no MPL code are not Modifications (FAQ Q11), so the copyleft reaches only the MPL files and changes to them, not the whole program.
