Statement: GPL-3.0 §14: where a program specifies a numbered version "or any later version", the recipient may follow that version or any later version published by the FSF. GPL FAQ: GPLv2 and GPLv3 are not compatible; code under "GPLv2 or later" can be combined with GPLv3 code. The GNU Project normally licenses its software as GPL version 3 or any later version.
Applies when: Recording license identifiers (SPDX -only / -or-later) and combining code from different packages.
