- GCC Runtime Library Exception 3.1 §1: Target Code formed by combining the Runtime Library with Independent Modules may be propagated even if this would otherwise violate GPLv3, provided all Target Code was generated by Eligible Compilation Processes (GCC alone or with GPL-compatible software, or without any work based on GCC). Its stated purpose is to allow non-GPL, including proprietary, programs to use GCC headers and runtime libraries. GPL FAQ: using GCC to compile a program places no license restriction on the code compiled.
