Advanced Security over the volume limit: existing repositories keep working, new enablement blocked

- As published 2026-09-30: if unique active committers exceed the license limit, features keep working on repositories where they are already enabled, but Secret Protection or Code Security cannot be enabled on more repositories, and new repositories in auto-enable organizations are created with the products disabled. Under volume billing the customer must buy more licenses to cover the overage; standalone Enterprise Server instances always use volume licenses.
