One FortiGuard bundle can cover an A-P HA pair only for 40F to 100F models bought with the HA SKU

- FortiOS administration guide: when two units are bought with the HA SKU (for example 2 x FG-40F-HA), a single Enterprise Protection, UTP or ATP subscription can be registered to a virtual serial number (vSN) that joins both serial numbers. A la carte SKUs are not supported on the vSN. Other models and configurations follow the per-unit rule, so each cluster member needs its own contracts.
