- FortiGate-VM administration guide: the licence does not stop FortiGate-VM running on an instance with more vCPUs than licensed, but only the licensed number of vCPUs process traffic and management; the rest are unused. Licences are based on the number of CPUs only, and RAM restrictions do not apply on AWS or to the S-series.
