PSC/ASC: ending ASC suspends use; reinstatement needs back ASC; on-premises switch is perpetual

- Online Services OST s.6.2: terminating the ASC of an offering under PSC/ASC suspends the right to use it. It can be reinstated, if still generally available, by paying one year of ASC plus the ASC that would have been due since termination. Before PSC termination, the customer may instead switch to the functionally equivalent on-premises Release on request and for a reasonable fee; that use is perpetual. Under TSC/ASC, ending ASC ends the TSC.
