Decommissioned endpoints keep a seat until removed from the inventory

- Protection module expired: a decommissioned machine may still occupy a licence seat; to release it the agent must be uninstalled and the endpoint removed from the Network inventory. Licences are then assigned automatically to endpoints when seats are available.
