- Subscription Service Charges Document: "“User” means each individual that (a) is authorized by the customer to use the customer’s systems (including the customer’s network, cloud services and Internet connections), and (b) whose use of such systems is monitored by, or accessed by use of, the Services." An individual is one User regardless of the number of devices used.
- Counting rules
- Counted as unique individuals validated over a rolling 90-day period for the inline services (SWG, NG SWG, Cloud Inline, Firewall, RBI, ZTNA/Private Access). A User subscription may be reassigned when an individual's access ends but may never be shared. Guest WiFi, machine traffic, nonstandard devices, storage scanning, RPA and batch tools are excluded and billed under Machine Traffic and WiFi SKUs. The same User definition is reused by the CASB API, NPA, DNSaaS, AI Guardrails, Agentic Broker and DCC licensing terms.

- No published minimum; quantity set in the Order. Added Users are priced at the original per-User fee, pro-rated and coterminous.
