- Counting rules
- Role, dashboards and organizations do not affect the count. Licensed users form a shared pool across production instances; a user signing in to two production instances consumes two users. Paired development and test instances get the same user count as their production instance. Under usage billing, users are de-duplicated across instances via hashed identifiers.

- Licence sets a maximum number of active users; at the limit, new or previously inactive users cannot sign in (unless usage billing applies).
