Moodle Workplace, Official Hosting and Certified Partners

This article is about how Moodle sells Moodle Workplace, Moodle Official Hosting and related services through Moodle Certified Partners and Service Providers, and about the Certified Integrations program. It is not about the open source Moodle LMS licence or MoodleCloud plans, which have their own articles. It is not legal advice.

On This Page

Moodle Workplace is the commercial edition of Moodle’s learning platform for workplace and enterprise learning. Moodle’s product page describes it as a flexible enterprise learning management platform that combines the features of Moodle LMS with advanced tools for workplace learning.[1] Moodle’s company history dates its launch to 2019 and describes it as building on Moodle LMS with enterprise tools that run multiple tenants from one site, mirror an organisation’s structure and automate training and compliance workflows.[8] Unlike Moodle LMS, it is not open source, and it is sold only through a network of partners. That makes the Moodle partner contract, not a published licence, the source of the entitlement.

Licence status and price

Moodle’s Workplace FAQ answers three licensing questions directly.[1]

  • Price. Moodle Workplace is licensed software only available via Moodle Premium Certified Partners and Service Providers and is priced based on the hosting and services required.[1] No list price, edition table or licence metric is published.
  • Open source. Moodle states that Moodle Workplace is not open source and is licensed software only available via its Premium Certified Partners and Service Providers.[1] It adds that, while not open source, it offers the best features of Moodle LMS with flexibility in integrations and site look and feel.[1]
  • Migration. A standard Moodle LMS site can be upgraded to Moodle Workplace, and the standard import and export functions can move courses and content from an existing site into Workplace.[1]

The consequence for asset management is that the quantity, term and price of a Workplace entitlement are found in the order form or services agreement with the partner or Moodle Service Provider. The Moodle web pages do not define a user, tenant or site metric for it. An organisation should record from its contract how usage is measured, which hosting is included, and what happens at renewal.

Who may sell Moodle Workplace

Moodle’s partner page distinguishes three kinds of provider.[2]

  1. Moodle Certified Partners are organisations certified by Moodle for their customer service and technical capability.
  2. Moodle Premium Certified Partners are long-standing Certified Partners with a track record implementing Moodle-based solutions for institutions in their region. Only Premium Certified Partners can offer Moodle Workplace.
  3. Moodle Service Providers are Moodle itself: service companies located in the United States and India that deliver solutions for Moodle LMS or Moodle Workplace and are described as part of Moodle’s commitment to direct relationships with customers.

Moodle’s history records that Moodle Direct Services was launched in 2021 when Moodle acquired three Certified Partners in North America and expanded into India in 2022 by acquiring a large Certified Partner there.[8] A customer buying Workplace from a Service Provider is therefore buying from Moodle’s own group, while a customer buying from a Premium Certified Partner is buying from an independent company that holds the right to offer the product.

The Certified Partner program

The partner page states the program’s benefits: usage rights for the Moodle and Moodle Certified Partner trademark logos, co-branding on Moodle websites, priority for sponsorship and exhibition opportunities at Moodle events, advance previews of new products and features, access to the Moodle Partner Portal, and exclusive access to products and services available only through Certified Partners.[3] A news article published by Moodle on 2026-09-29 says the network spans over 130 partners across 70 countries and that Moodle certifies only partners that pass a technical evaluation, maintain standards through quality and compliance reviews, and collaborate with Moodle.[4] The same article states that part of every Certified Partner’s revenue goes back into Moodle’s ongoing development, and that only Certified Partners can give organisations access to the Branded Mobile App.[4] Moodle also describes a separate route to funding development: members of the Moodle Users Association pool resources to pay Moodle HQ to work on priorities that members vote on.[10]

These statements matter for an organisation using a partner in two ways. First, Moodle’s trademark policy states that the right to describe hosting, training, support and similar services using the word Moodle is usually held only by Moodle Partners, which is why a non-partner service provider’s marketing is subject to restriction (see Moodle trademark policy and branding). Second, the partner’s revenue contribution to Moodle is how the open source product is funded, so the open source and commercial sides are linked even though the software licence is not.

Moodle Official Hosting and services

Moodle Official Hosting is delivered by Moodle HQ and by Moodle Certified Partners, which Moodle says pass a technical evaluation and keep meeting quality and compliance standards.[5] The Moodle Services page lists the services that partners deliver: official hosting with managed infrastructure and tiers from small teams to enterprise, learning design, customisation and development including plugins, integrations and themes, support and training including the Moodle Educator (MEQ) and Administrator (MAQ) certifications, and the Branded Moodle App.[6] The page states that every Moodle service is provided through the global network of Certified Partners.[6]

The partner page lists the support categories: hosting, integration, custom themes and features, implementation and support, consulting, reporting and analytics, course design, and training.[2] Official Hosting also has a licence consequence for the Moodle App. Moodle App Premium is priced at EUR 499 per year, and Moodle states that it is free if the site uses Moodle Official Hosting or MoodleCloud.[11]

Prices for these services are not published. They are set by the partner or Service Provider in a quote, and the hosting service level, backup, upgrade and support commitments are in that agreement. In comparing self-hosting with Official Hosting, Moodle says that with Official Hosting the customer keeps full control over administrator access.[5]

Certified Integrations

Moodle Certified Integrations are third-party tools that Moodle vets for user experience, coding standards and compatibility with Moodle versions, operating systems and devices.[7] There are three tiers: Certified Integrations, vetted and certified by Moodle; Certified Integration Plus, which also receive additional services from Moodle; and Certified Integration Premium, from companies with global reach and deep technical alignment with Moodle LMS.[7]

The program FAQ answers the questions a licence manager would ask:

  • Cost. Each add-on is priced differently according to the chosen plan and requirements, with details from Moodle HQ or the partner.[7] The integration is the vendor’s product, sold under its own terms.
  • Marketplace listing. Listing a plugin on the Moodle Marketplace is free and open to any provider, and Certified Integration is a separate, optional commercial partnership that is not required for listing or keeping a plugin on the Marketplace.[7]
  • Code conformance. Some integrations are coded in PHP and others use standards such as Learning Tools Interoperability (LTI); Moodle reviews code where there is code, so that the connector conforms to its plugin guidelines and can be improved by anyone, in line with its open source philosophy.[7]

The plugin checklist applies to such plugins as well. A plugin that replicates or directly competes with functionality offered by Moodle commercial products, such as Moodle Workplace, is an approval blocker for listing.[9] In practice a feature that Moodle sells in Workplace may not be available as a listed plugin for Moodle LMS.

What to record for a Workplace or partner-hosted estate

  • The contracting entity: a Premium Certified Partner or a Moodle Service Provider.
  • The entitlement measure and quantity written in the order form, since none is published by Moodle.
  • The term, renewal terms and any price protection in the partner agreement.
  • Whether hosting is included, and whether the Moodle App Premium plan is bundled.
  • Certified Integrations or other add-ons, each with its vendor’s licence and price.
  • The upgrade path if the site began as Moodle LMS, since Moodle states that a standard Moodle LMS site can be upgraded to Workplace.[1]

Out of scope

This article does not cover the contents of any partner’s service agreement, whose terms are set individually, nor the Workplace feature list beyond the licensing statements above. It does not cover the licensing of third-party Certified Integrations, which is set by each vendor, or the Commercial Listing Policy of the Moodle Marketplace, whose text could not be retrieved from a vendor-owned page that loaded without a challenge.
