Valve develops video games and runs the Steam platform for distributing games and software. Content obtained through Steam is licensed to the individual account holder under the Steam Subscriber Agreement.

The Steam Subscriber Agreement is a contract with Valve; each Subscription gives access to particular content and services and may carry its own terms, such as a game-specific EULA.[1]
Valve grants a non-exclusive licence to use Content and Services for personal, non-commercial use unless commercial use is expressly allowed; the Content and Services are licensed, not sold.[2]
Accounts are personal: subscribers may not sell, charge for or transfer their account or Subscriptions except where the agreement or Valve expressly allows it.[3]
Valve developer tools may be used only on a non-commercial basis; commercial use of the Source Engine SDK or other tools requires contacting Valve.[4]
Subscribers must be at least 13 years old.[5]
