GNS3
GNS3 Technologies develops GNS3, a network emulation and simulation tool used to build and test virtual network topologies. GNS3 is free open-source software under the GNU General Public License version 3; vendor device images must be supplied by the user under the vendor's own licence.

The GNS3 Windows installer states that GNS3 is free open source software distributed under the GNU General Public License Version 3.[1]
GNS3 source files are licensed under the GNU General Public License, version 3 or (at the user's option) any later version.[2]
The all-in-one installer is downloaded from gns3.com after creating or logging in to a GNS3 account.[3]
Due to legal requirements GNS3 does not provide Cisco IOS or other Cisco images; users must supply their own, for example downloaded from Cisco, which requires a service contract, or obtained through a VIRL licence.[4]
The Windows installer offers optional third-party SolarWinds tools, such as Solar-PuTTY, which have their own licence agreements and registration requirements.[5]
