eSpeak
eSpeak is a compact open-source formant speech synthesizer created by Jonathan Duddington; its maintained successor, eSpeak NG, supports more than 100 languages and accents. Both are licensed under the GNU GPL version 3, with eSpeak NG under version 3 or later.
