Arm licenses processor and system IP to chip designers and publishes software development tools such as Keil MDK and Arm Compiler for Embedded. Keil MDK v6 is free for non-commercial use under a Community edition and sold as per-user subscriptions for commercial use.

Keil MDK v6 Essential is an automatically renewing subscription that includes support and maintenance for the licence term, and one licence is required per user, including service accounts.[3]
Use of Keil MDK v6 Essential is governed by the applicable Arm End User License Agreement; access to legacy tools such as Arm Compiler 5 requires the Professional edition.[4]
For silicon IP, Arm Flexible Access offers low-cost access to Arm IP, tools and support with licence fees due only at tape-out.[5]
