Moving a Platform server requires deactivating licences on the old server

- Migrate SolarWinds Platform licenses: licences must be migrated when the main polling engine moves; they are deactivated on the old server (online, or offline with a deactivation receipt uploaded to the Customer Portal) and activated on the new one, after which the old server no longer gathers data. The evaluation licence, or a temporary key from sales, covers the migration period.
