IFS Cloud users with any non-LTU permission set count as Full users

- LTU Permission Sets: users with only LTU permission sets are LTU users and can consume one or more LTU permission sets; users with both LTU and other permission sets are Full License Users. LTU permission sets are defined by IFS R&D and may not be extended or customised; a duplicated set loses the LTU flag.
