- FortiManager ordering guide (26 June 2026), Device Licenses Count: a FortiGate with VDOMs disabled is 1 licence; with VDOMs enabled each VDOM is 1 licence (root alone counts as 1); unregistered devices in the root ADOM and a managed FortiAnalyzer each count as 1. The global VDOM, the secondary FortiGate of an HA pair, hidden devices, FortiAP, FortiSwitch and FortiExtender are not counted.
