- Remote Access users consume a Remote Access licence when created. Vendor users consume a Privilege Cloud licence only when a corresponding user exists in the Vault, which is created when the vendor first connects to Privilege Cloud. Users in the states Before timeframe, Awaiting confirmation, Deactivated or Expired do not consume a Privilege Cloud licence.
