Local license files are tried before managed licensing

Statement: If ALTAIR_LICENSE_FILE is set or a local node-locked file exists, clients use LM-X first and then managed Altair Licensing. ALM_HHWU=T forces managed licensing only; ALM_HHWU=F forces LM-X only.
Applies when: Mixing on-premises and cloud licensing.
Applies to: Clients authorized for Managed Altair Licensing.
