- Credits are consumed per agent feature at published rates (for example classic answer 1, generative answer 2, agent action 5, tenant graph grounding 10, agent flow actions 13 per 100 actions). Purchased capacity is pooled across the tenant, enforced monthly, and does not carry over. Employee-facing agent use by a user licensed for Microsoft 365 Copilot, under that user's identity, is "No charge" for the listed features (fair use; Computer-Using Agents excluded).
