RISE with SAP and GROW with SAP are SAP’s subscription offerings for cloud ERP. RISE with SAP is built on the private cloud edition of SAP S/4HANA, which SAP now also sells as SAP Cloud ERP Private. GROW with SAP is built on SAP S/4HANA Cloud Public Edition. Both are cloud services rather than perpetual licences. The customer subscribes for a term on an Order Form, and usage is governed by a Supplement together with a Service Description Guide (SDG) or Service Use Description (SUD). The core ERP entitlement in both is counted in Full Usage Equivalents (FUE), an aggregation that the customer allocates across use types.[1][3] This article covers the documents current in September 2026: the tailored option SDG enGLOBAL.v.4-2026, the Cloud ERP Private and RISE Supplement enGLOBAL.v.7-2026, and the public edition and GROW SUD enGLOBAL.v.7-2026.
Editions
Private cloud (RISE). The Supplement enGLOBAL.v.7-2026 applies to SAP Cloud ERP Private and its base, limited and sovereign cloud options, and to RISE with SAP S/4HANA Cloud, private edition in its base, premium, premium plus, experience management and upgrade option variants.[2] A separate SDG covers the tailored option, SAP Cloud ERP Private, tailored option (FUE), which is also sold as RISE with SAP S/4HANA Cloud, private edition, tailored option.[1]
Public cloud (GROW). The SUD covers GROW with SAP S/4HANA Cloud (FUE) and GROW with SAP S/4HANA Cloud Public Edition, base. SAP notes that the base bundle was formerly called RISE with SAP S/4HANA Cloud, public edition, base or base option. The same SUD also covers stand-alone SAP S/4HANA Cloud Public Edition packages (Finance Base and Premium, Supply Chain Base and Premium, operations, and self-service), which are sold on a different metric.[3]

The FUE definition and ratios are the same as in the RISE private edition SDG enGLOBAL.v.3-2025.[4] FUE is not an on-premise Named User type, and SAP publishes no conversion table between FUE use types and on-premise Named Users. That relationship is covered in SAP Named User and Digital Access licensing.
Counting / floors
FUE ratios (tailored option, effective 2026-04-27). 1 FUE equals 0.50 SAP S/4HANA Cloud, Developer Access; 1 advanced edition use; 5 core use; or 30 self-service use. The customer may allocate each FUE to any one use type and may change the allocation during the subscription term, but an FUE “cannot be divided between or among different use types” (FUE ratios in the tailored option (SDG v.4-2026)).[1] For example, 100 FUE could cover 60 advanced users (60 FUE), 150 core users (30 FUE) and 300 self-service users (10 FUE). Allocating 1 FUE as 2 core users and 15 self-service users is not allowed.
Use types. Self-service use covers a listed set of solution capabilities (for example Goods Movement, Physical Inventory, Time Sheet and Warehouse Management) plus display and approval rights for all capabilities. Core use adds a longer list, such as Purchase Order Processing, Sales Billing and Project Management. Advanced use covers all solution capabilities. Developer Access covers the development tools.[1]
GROW (effective 2026-07-20). GROW with SAP S/4HANA Cloud and GROW base use the same four ratios: 1 FUE equals 0.50 Developer Access, 1 advanced use, 5 core use or 30 self-service use (FUE ratios for GROW with SAP S/4HANA Cloud). GROW includes three systems (set-up and development, quality testing, production). Maximum RAM per system rises with the FUE usage tier, from up to 200 GB for up to 60 FUE to up to 6,144 GB above 6,000 FUE (GROW system RAM capped by FUE usage tier).[3]
Public edition packages. Outside GROW, public edition packages are counted per authorized User rather than per active user, with up to 0.25 GB of customer data per user (Public edition packages count authorized Users). Where a customer has several systems, it must use Central User Administration or monitor user IDs manually. Duplicated user IDs that push usage past the Order Form volume may lead to additional fees.[3]
Retained entitlement. Unless stated otherwise, the Usage Metric entitlement in the Order Form “is retained throughout the Subscription Term”, so FUE quantities are fixed for the term rather than measured month by month.[1]
Audit. SAP may audit use of the Cloud Service and the Bundled Cloud Services at least once a year, on-site or remotely, to verify compliance with Usage Metrics and volume (SAP may audit RISE usage at least once annually).[2]
Bundled services
Customers subscribing to RISE with SAP S/4HANA Cloud, private edition base, premium or premium plus also receive multi-tenant RISE with SAP Bundled Cloud Services. Each Bundled Cloud Service is subject to its own supplemental terms, and the entitlements scale with the FUE count:[2]
- SAP Build Work Zone, standard edition gives 1 Active User for each FUE (RISE Bundled Cloud Services: SAP Build Work Zone 1 Active User per FUE).
- SAP Build Apps, Enterprise Edition follows a tier table, from 1 Base Package at 1-135 FUE up to 3 Base Packages plus 225 Active Users above 25,000 FUE. SAP Build Process Automation rises from 20 Standard Users and 5 Advanced Users to 300 Standard Users and 100 Advanced Users over the same tiers.
- SAP S/4HANA Cloud for Group Reporting and Group Reporting Data Collection include 50 Objects for Base and Premium. Premium Plus follows a tier table that reaches 625 Objects.
- SAP Datasphere capacity rises from 1,700 to 6,800 Capacity Units per month by tier. SAP Business Network Supplier Portal includes 100,000 Documents.
Renewals. On renewal, the customer keeps the Bundled Cloud Services and limitations of the Supplement in effect at the effective date of the initial order form (RISE renewals keep the Bundled Cloud Services of the initial order). By contrast, the GROW SUD states that for renewing subscriptions the then-current SUD applies to all Cloud Services in the Order Form.[2][3]
Other inclusions. A private cloud subscription includes a Starter System sandbox. It is available for 90 days from the Product Start Date or 30 days after SAP provisions the development environment, whichever is later, and is then deactivated and its data removed. Customers may develop Customer ABAP Add-ons. Modifications are permitted only on the RISE private edition, base, experience management and premium variants, and not where SAP extended services are subscribed.[2]
Virtualization & partitioning
Hosting, infrastructure and the database are part of the service, so customers do not count cores or memory for the core ERP package. In the tailored option, the included SAP HANA Runtime and its components may be used only with the customer’s tailored option packages, and data may not be distributed from one package to another at the HANA database level (HANA Runtime in tailored option only with S/4HANA Cloud packages).[1] See SAP HANA runtime and full-use licensing.
Cloud / BYOL
Neither RISE nor GROW is a bring-your-own-licence construct. Existing on-premise licences do not carry into the subscription as licences. Instead, SAP links hybrid rights to how much of the on-premise support fee the customer moves to the cloud:
- Compatibility Packs in the tailored option. Tailored option customers may use S/4HANA Compatibility Packs through 2033-12-31, subject to their availability in SAP Note 2269324. Using them with on-premise systems requires converting at least 50% of the annual on-premise SAP Support Fee on the PTO Order Form effective date via the Cloud Extension Program (Tailored option Compatibility Packs through 2033; on-premise use needs 50% conversion).[1]
- SAP AI on on-premise systems. Customers first subscribing to Core Cloud ERP on or after 2024-10-07 must convert at least 50% of the annual on-premise support fee via the Cloud Extension Program before SAP AI Technology may extend to their on-premise systems (SAP AI on on-premise systems requires 50% support conversion).[2]

Programs
RISE with SAP is itself the subscription program. Related programs named in SAP documents are RISE with SAP Bundled Cloud Services, the SAP Cloud Extension Program, and the time-limited RISE with SAP Migration and Modernization program. SAP announced the last of these on 2024-01-30 with credits available through the end of 2024, together with the SAP S/4HANA Cloud Safekeeper service for RISE customers on older S/4HANA releases in customer-specific maintenance.[5]
Out of scope
- Subscription prices, FUE price tiers and discounts, which are not public.
- The full list of solution capabilities per use type, which is in the SDG and SUD.
- Line-of-business cloud services outside the ERP bundles (SAP SuccessFactors, SAP Ariba, SAP Concur) and SAP Business Technology Platform consumption.
- Private edition metering material numbers, which SAP publishes separately from the SDG.
