Named User licenses: one individual, re-assignable once per calendar month

- A Named User license is restricted to one Authorized User identified by name and may not be used by multiple individuals; it may be re-assigned to a different individual once per calendar month. The SaaS Supplemental Terms (§3.3) and the XaaS terms in SRD §11.1 apply the same monthly re-assignment rule to cloud entitlements.
