Core-based SRD-A licenses: one Core per license unless the Order says otherwise

- If the Order specifies a number of Cores or states that an SRD-A license is Core-based or per Core, use is restricted to that compute power; if no number is given, each license entitles one Core. Several licenses may be combined for use by one or more Authorized Users. Cores are counted as reported by the operating system (Core definition), including GPU cores.
