ILMT default sub-capacity counting accepted without VM manager data

- IBM License Metric Tool 9.2: when no VM manager connection is defined, ILMT applies default sub-capacity counting. For PVU it assigns the highest PVU-per-core value in the PVU table for that processor (for example 120 instead of 70 for a two-socket Xeon) and does not cap virtual cores at physical capacity. IBM accepts audit reports with these default values instead of treating the client as ineligible for sub-capacity or liable for full capacity.
