- DSSA §3 Specific License Limitations for Standalone use of Docker Desktop (last updated 2026-08-26): use of Docker Desktop without a paid subscription is restricted to (i) a non-commercial open source project and/or (ii) a commercial undertaking with fewer than 250 employees AND less than US $10,000,000 (or equivalent local currency) in annual revenue. Both limits must be met; exceeding either (250+ employees OR US $10M+ revenue) requires a paid Pro, Team or Business subscription (Docker Engine docs wording: “exceeding 250 employees OR with annual revenue surpassing $10 million USD”).
