- On approved Oracle Engineered Systems, Oracle VM Server or Oracle Linux KVM may be used to license a sub-capacity of total physical cores, provided the virtual machines are monitored by Oracle Enterprise Manager (not required on Private Cloud Appliance X9-2 and later) (Oracle Partitioning Policy, 14 February 2022).

- Two vCPUs count as one physical core; licenses in increments of 2 physical cores; license the highest number of vCPUs running at any time (high-water mark), capped at the physical cores in the machine; hyper-threading must be enabled; minimum 2 physical cores except Exadata (see the Exadata licensing guide).
