- One license per user, consumed by the maximum site role the user holds (Site Administrator Creator or Creator). Adds creating and publishing workbooks from new data sources, editing embedded data sources and new data connections, and login-based activation of Tableau Desktop and Tableau Prep Builder. Server Administrators always consume the highest role activated on the server.
