Excerpt: Under this cloud computing policy, Oracle Database Standard Edition may only be licensed on Authorized Cloud Environment instances up to 16 Amazon vCPUs or 16 Azure vCPUs or 16 GCP vCPUs. […] For the purposes of Oracle Linux subscriptions purchased under the System metric, two VMs whose combined size are no more than 64 vCPUs are counted as a single Oracle Linux Basic Limited or Premier Limited system in Authorized Cloud Environments.
